The Office of the Clerk supports the work of Tynwald, the Isle of Man’s parliament. We are inviting expressions of interest from individuals wishing to join an outside team of ad hoc Hansard reporters to assist with our International Hansard Services.

About the role

In addition to its day-to-day Tynwald work, the Hansard team drafts ‘essentially verbatim’ Official Reports for the parliamentary assemblies of Gibraltar, Guernsey, Alderney and Sark. The work involves producing highly accurate transcripts of speeches by members during their parliamentary sittings, using audio transcription, document formatting and proofreading skills to produce essentially verbatim reports of the proceedings.

We are seeking people who possess a high standard of English language proficiency and computer literacy, in addition to excellent keyboard and audio skills. Successful candidates will have the ability to work independently, accurately and efficiently, while maintaining clear lines of communication with the wider team and the team co-ordinator; from time to time there will be the opportunity to join the office-based team.

The work is demand-led and deadline-driven, as agreed with the client jurisdictions.
Interested parties should be aware that the timing and volume of work which face parliamentary reporters has ‘peaks and troughs’ and that, when work is accepted, there will be strict delivery timings associated with that work.

The work will be undertaken remotely; therefore, reporters will be required to provide their own workspace and PC and have a good and reliable internet connection.

Training and advice will be provided with regard to the required software, remote access to files and team working methods. Style guides, speakers’ logs and templates will also be provided, and reporters will be expected to follow these work-aids closely. Successful candidates will be required to quickly learn the intricacies of parliamentary debate and procedure as well as to become familiar with a range of voices and accents.

This role is on a self-employed basis, with invoices for completed work being submitted to the Clerk of Tynwald’s Office for payment. Rates will be agreed per audio hour processed, according to experience, complexity, the level of work carried out and the requirements of the client jurisdiction.
