MOTOR EQUIPMENT OPERATOR/LABORER-HIGHWAY (MEO/LABORER) for Department of Public Works
Full-Time with Excellent Benefits
*Starting Pay: $21.61 (Grade W3)
*The compensation for this position is governed by the collective bargaining agreement between the Town and AFSCME Local 3687.

GENERAL PURPOSE
Performs semi-skilled to skilled manual work in the operation of specialized and heavy equipment and public works vehicles related to construction and maintenance of roads, utilities, parks and town infrastructure for the Public Works Department. Performs all other related work as required.
ESSENTIAL DUTIES AND RESPONSIBILITIES

- Operates motor equipment and performs manual labor in the maintenance, repair and upkeep of town and/or school infrastructure including but not limited to fleet, roads, sidewalks, drainage/culverts, school zone lights, street signs, guardrails, berms, parking lots, water, sewer, trees, parks, athletic fields, grounds, buildings, custodial services, trash/recycling receptacles and general roadside debris/cleanup.
- Performs grass cutting, weeding, trimming, spreading loam, raking/seeding, lining fields, emptying trash/recycling containers, moving furniture, painting, and assists with placement/storage of seasonal decorations.
- Operates snow removal/treatment equipment during snow/ice maintenance operations and operates other equipment such as snow blowers, air compressors, chain saw, brush cutters, lawn mowers, and tractors.
- Loads and unloads, and transports materials, tools, supplies, workers, and equipment.
- Mounts snowplows on trucks and front end loaders.
- Replaces broken parts and cutting edges on plows.
- Fills potholes and assists road crews with paving/patching and repairing road edges.
- Assists with tree/brush clearing-loading logs onto trailers, chipping brush and branches.
- Assists in demolition and/or repairing of playground equipment.
- Keeps drainage basins/pipes/culverts clean for flow and flushes fire hydrants to make sure they are operating properly.
- Responsible for maintaining established quality and quantity standards, following prescribed safety precautions, established department and Town policies, procedures, rules and regulations; and detecting and reporting improper operations, faulty equipment, defective materials and unusual conditions to supervisor.
- Responds to severe weather events and other call-ins for service during emergencies including but not limited to snow and winter maintenance/plowing operations.
- Observes/complies with all OSHA safety regulations and precautions.
- May occasionally work out of or below grade as directed and/or assigned.
- Performs similar or related work as required, directed or as situation dictates.
QUALIFICATIONS
Education, Training, and Experience:
High School degree or accredited trade school graduate. Two (2) to four (4) years’ experience in the operation of light and heavy automotive equipment or the equivalent combination of education, training and experience. Must be able, willing, and dependable to respond to seasonal weather-related emergencies 24/7.
Knowledge of:
- General construction procedures knowledge.
- Complete assignments and operate various types of motor vehicles.
- Occupational hazards and precautions of the construction, maintenance and repair operations, and motor equipment operator trades.
- Must be able to comprehend instructions to carry out simple to complex tasks related to various duties and Departmental policies.
Ability to:
- Perform strenuous tasks requiring physical strength and agility for extended periods of time, often during adverse weather conditions.
- Perform duties with consistent high quality of ethics.
- Maintain a positive attitude.
- Operate light trucks, automobiles, heavy equipment, pneumatic tools, power tools, and hand tools.
- Familiarity with and ability to infrequently operate office equipment, such as telephone.
- Willing to be attentive to appearance and respond to seasonal weather-related emergencies 24/7.
Skill in:
- Competency to operate automotive light trucks, automobile, heavy equipment and various tools, including power tools, pneumatic and hand tools.
- Operate other machinery.
- Skill in construction and with handy-person repairs.
- Effective written and verbal communication skills to convey information and interact frequently with immediate associates.
- Proficient organizational skills.
SPECIAL REQUIREMENTS/LICENSES
- Valid Motor Vehicles Class D Driver’s License.
- OSHA 10-Hr Construction Safety and Health Training.
- Required to work nights and weekends as necessary, especially in response to weather events such as winter maintenance/snow plowing.

- Vision and hearing are at or correctable to a normal range and for peripheral, and depth perception.
- Occasionally lift more than 100 pounds and frequently lift up to 60 pounds.
- Operate office equipment such as telephone.
JOB ENVIRONMENT
- Work is mostly performed working outside and in varying weather conditions, including temperature extremes. The work involves working frequently near moving mechanical parts. The work environment is moderately loud with a good amount of vibration in the work area. There often may be exposure to fumes, and air borne particles. Work is subject to frequent fluctuations due to weather and emergencies.
- Work requires moderately heavy physical effort.
- The position regularly operates equipment which includes some or all of the following: light trucks, heavy equipment, automobiles, various power tools, and hand tools, snow blowers, and plows.
- Contact is frequent with immediate associates.
- Errors could result in personal injury, injuries to other employees, loss of time, and delays or loss of service. Errors could also result in property damage.

Supervision Received: Works under constant supervision from a Parks or Highway Department Supervisor.
Supervision Given: Summer help, as assigned.
